The Project Controller is responsible for analyzing project cost and schedule Risk to develop mitigation plans and support claim development/resolution. The activities performed by the Project Controller will be in support of turn-key projects for global HDGT Projects.
Job Description
The following specific activities are part of the Project Controller primary responsibilities:
Cost and Schedule Control
Gather/compile the Inquiry to order (ITO) proposals scope and execution assumptions and communicate to the Order to remittance (OTR) functional execution teams the project baseline
Establish design optimization sessions to reduce quantities and lower spend on bulk material; manage a quantity control / tracking system
Consolidate and report overall project performance including cost, schedule, risks, and opportunities that provides for a project single source of truth
Create disciplined change management process and reporting to track all deviations and variances vs as-sold budget and scope with functions
Coordinate the Project monthly cost, schedule and scope reviews with cross-functional participation; drive closure of follow up actions
Collaborate with Finance/Scheduling to proactively manage cash flow / payment milestones and identify any risk requiring critical action to prevent delays
Track customer, contract and site deliverables; proactively assess and coordinate mitigation of execution risks (e.g., 3 weeks look ahead)
Maintain detailed customer/ partner contractual deviation tracker and support creation of cost-out idea business cases and savings (i.e., clarify baseline, link initiatives to EAC)
Supports cost-out team and functions to build business cases, provide cost estimate analyses and identify potential change implications on project.
Risk Management
Lead risk and issues management process and chair weekly risk reviews with functions: Collaborate with individual Risk Owners and creates interactions with the Functions to limit roadblocks and expedite resolutions
Generate a forward-looking view on risks and headwinds to highlight potential cost/schedule impact exposure (based on project type and stage); utilize Primavera Unifier Risk manager tool and coordinate with Internal Project Manager (IPM).
Identify and escalate cost and schedule risks (early warning), and proactively propose corrective actions/trade-offs in order to improve (course correct/back on track) project performance.
Proactively identify emerging headwinds, quantify cost and schedule implications and work with IPM to mitigate them. Lead risk reserve assessments sessions.
Conduct frequent review of risk reserves with budget owners to make adjustments in order to balance reserves with remaining risk.
Conduct monthly impact assessment with Scheduling of partner/customer driven delays; highlight GE driven delays that can be avoided
Claims and Change Orders
Evaluate financial/schedule impact of Customers requested scope change orders
Identify customer change orders and support Internal Project Manager (IPM) in quantifying commercial entitlement based on financial and schedule impact to project
Identify, document, and track potential contract scope deviations with IPM/Functions; escalate to PM claims requiring customer negotiation
Coordinates the preparation of claim proposal cost estimates with IPM/Project Engineering Manager/Scheduler/Functions and using reference GE and industry benchmarks
Consolidate materials related to project closure, knowledge sharing, and data handovers to PM and IPM to approve.
Required Qualifications
Bachelors from an accredited college or university, or equivalent experience
Strong experience in finance, project management, cost management, planning
Ability to collaborate with cross-functional teams in a matrix organization
