Group AMANA is looking for Cost Control Manager in its business unit in Dubai. Interested Candidates who fulfill requirements and below Job description, are Recommended to apply on vacancy:
Role Objective:
To ensure implementation of Group AMANA’s latest operations procedures.
To plan, lead, coordinate and prepare cost control reports for all construction projects.
To technically qualify and upgrade the quality of the Cost Control Engineers/Officers.
STRATEGIC
Studies the contract scope, requirements, challenges, and direct & indirect cost analysis risk assessments.
Assists internal stakeholders in forecasting the strategic resource requirements of the business unit.
Assists in analyzing the resources productivity and updating the master productivity sheet of the business unit.
OPERATIONAL
Ensures the cost control procedures are implemented for all projects and coordinates with the project managers to ensure that the completion of construction activities complies with the budget requirements.
Assigns and distributes the workload of the department to the available cost control team and monitors and supervises in their assigned tasks.
Coordinates the preparation of claims with the contracts department and reviews and analyzes the cost impact of claims.
Overviews and assists the preparations of variation orders.
Leads and supervises the cost control function during the preparation of the job budget.
Ensures that the cost control team is updating provisional cost, client billing and progress in the applied software.
Contributes in the preparation of the Work Breakdown Structure (WBS) of the project.
Assists in preparing cost analysis, unit rate build-ups and resource productivity.
Monitors and controls the cost aspects of all projects including projects’ financial resources and expenditures.
Supports and gives feedbacks with productivity reports, lessons learnt/best practices from previous projects and construction activity cost analysis.
Attends and discusses cost control issues in internal management meetings.
Supports the project teams in concluding periodical reports for clients.
Highlights potential over-run incidents and recommends corrective action based on the status and summary reports.
Prepares and provides projects cost analysis highlighting cost variances, cost to complete and any unusual findings in the cost of the project to the business unit.
Analyzes project KPIs and provides early alarm to business unit management (e.g. excessive overtime, productivity loss, escalated prices, rework, work without instruction, material wastage, idleness of manpower and equipment, etc.).
Reviews the cost control section of the job closeout report prior to its issuance.
Assists the business unit management in the decision-making process for projects contingencies and includes them in the management reports.
Reviews the Projects Navigation Report (PNR) and Quarterly Management Report (QMR) to ensure it is in line with accounts reports prior to its issuance to business unit.
Coordinates, reconciles and supports with accounts during the financial audit.
Ensures development, review and improvement of his/her relevant departments processes and procedures.
PEOPLE MANAGEMENT
Oversees the responsibilities and duties of all staff in the team.
Responsible for on-the job-training and development of team members.
Other duties and responsibilities as assigned by the Management
Educational Qualifications:
Bachelor’s degree in engineering (Architect, Civil, Electrical or Mechanical) or Bachelor of Science in Quantity Surveying and masters degree in Construction Management OR RICS accredited.
Certification in CCE (Cost Engineering Certification)
CCMA (Commercial and Contract Management Associate)
PMP (Project Management Professional)
LEED GA (Leadership in Energy and Environmental Design Green Associate)
Experience:
Minimum of 14 years Experience.
Behavioral Skills:
Visionary, strategy and planning, decision making, leadership, risk management, teamwork and professional development.
Technical Skills:
Good knowledge in common contract conditions format (FIDIC, JCT, Government etc.), PMP Certification computer skills, communications skills in English language (read, write and speak) and management skills.
