Job Description
Facilities Operations Management:
Take full ownership of the operation & maintenance of all facilities and infrastructure within the designated area.
Oversee day-to-day activities, including preventive maintenance, repairs, cleaning etc. of all MEP, Civil and soft services to guarantee seamless operation of facilities and infrastructure.
Monitor and analyze facility performance metrics to identify areas for improvement and implement efficiency enhancements.
Contractor Management:
Lead and manage service providers, vendors, and suppliers.
Conduct weekly meetings with service providers to evaluate vendor performance and enforce service level agreements to ensure quality service delivery.
Efficiently manage vendor relationships and ensure timely response to service requests.
Review contractual KPIs with service providers on monthly basis and provide detailed report to management on findings and way forward to close gaps.
Emergency Response and Preparedness:
Develop and regularly update comprehensive emergency response plans tailored to the specific facilities in the area.
Coordinate and oversee emergency drills, training, and response efforts in close collaboration with local authorities and first responders.
Act as the primary point of contact and decision-maker during critical incidents or emergencies.
Safety and Compliance:
Enforce strict adherence to safety regulations and protocols across all facilities in the area.
Conduct thorough safety inspections, identify hazards, and implement corrective measures promptly.
Ensure compliance with local building codes, environmental regulations, and health and safety standards.
Report HSE findings and review associated near miss, incidents / Accident reports on time
Quality Control:
Lead in external audits or regulatory inspections by providing documentation and insights related to the facility’s compliance history and status.
Ensure that all required records are readily accessible.
Carry out Monthly inspection to cover 50% of the area assets within one year.
Team Leadership:
Assign tasks, set performance expectations, and conduct regular performance evaluations to ensure team effectiveness.
Provide mentorship, training, and professional development opportunities to team members.
Customer Relations:
Maintain professional and positive relationships with facility occupants, tenants, and stakeholders within the area.
Address tenant inquiries, concerns, and service requests promptly and professionally.
Ensure a high level of tenant satisfaction with facility services through effective communication and issue resolution.
Budget Planning and Control:
Collaborate in the development and management of the annual facilities management budget for the area.
Continuously monitor expenses, control costs, and utilize financial data to make informed decisions regarding resource allocation.
Identify opportunities for cost savings and operational efficiency improvements.
Inventory Management:
Manage the inventory of assets, equipment and materials owned by DPW within the area.
Ensure proper maintenance of this inventory to maximize their life span.
FM Project Management:
Manage all FM projects within the specified area from RFQ to job award.
Overview the execution of all FM Projects within the specified area taking into consideration all technical and commercial aspect.
Maintain completion certificate and any associated documents (Warranty, T&C Reports, as built drawings etc.)
Technical Documentation and Reporting:
Maintain records of all maintenance activities, service histories, technical reports, incident reports equipment manuals, and facility documentation.
Generate regular (Weekly and Monthly) and ad-hoc reports on facility performance, budget utilization, compliance status, and operational metrics for review by senior management.
Utilize computerized maintenance management systems (CMMS) for efficient data recording and task management.
Validate and maintain a comprehensive asset register for all assets within the area.
Oversee the asset tagging activity and ensure that all assets within the area are tagged properly.
Create and maintain a detailed asset condition report for all assets within the area along with their remaining useful life.
Create an asset life cycle tracker and abnormality report.
Monitor and update the action plan associated with the operational and maintenance findings monthly.
Continuous Improvement and Innovation:
Stay at the forefront of industry best practices, emerging technologies, and sustainability trends in facilities management.
Identify and implement innovative solutions to enhance energy efficiency, sustainability, and overall operational effectiveness within the area.
Conduct regular audits, performance evaluations, and feedback sessions to identify areas for enhancement and optimization.
